Not sure about marbles (probably slippery), perhaps just a flattish rock?

They're REALLY REALLY stupid (but cute) and can drown in almost anything. It's beyond me how they manage to drink in the wild without drowning. I have all my water bowls up off the ground with a bit of wood as a bridge so the adult quail can get to the water. When young chicks hatch I use jam jar lids for water. Bit of a pain as they dry up easily, but you can put a few of them around the floor.

You could put a rabbit waterer in the cage, the quail are pretty good at drinking from those, even some of my gouldians drink from them.
This is the type of thing I use, along with another source for my other birds
