Certainly not Saflower, it looks identical to saffron thistle. We used to grow it as an oilseed crop. Nasty stuff, especially as the pigs love it and your dogs would enevitably catch one way out in the middle of the crop at about 2 am. Must be Niger. It does look like the stuff we saw at Ken Wagland's.

Did you know the word "niger" refers to Nigeria but was renamed "nyjer" for import into the USA so as to avoid difficulties in pronunciation.
