I have a friend that has a pair of normal looking gouldians,3 of the 9 young that they
have bred are white breasted.Does this mean that one or both parents are split for
white breasted?

You need two split birds to produce WB so yes they are split for it. (Autosmal recessive mutation)

This is another one of the - and the other 6 could all be splits - situations.
