You do need a licence to keep some Australian species, double bars included. Here is the link to what you need. The licence isn't expensive though.

Pet shops and breeders are supposed to check your licence before selling to you. But a small number occassionally forget. Not recommended as this can cause problems with the authorities when the numbers do not add up. Go get a licence. Double Bars I have found do best in mini flocks of 4 or more.
